Office of Emergency Management (OEM)
The Camden County College Office of Emergency Management is a section of the Department of Public Safety with the core function of creating the framework within the Camden County College community to reduce vulnerability to hazards, manage disasters, and follow the Federal Emergency Management Agency (FEMA) recommendation of an all-hazards community approach to emergency management planning.
Our Vision seeks to promote a safer and secure environment within the Camden County College Community to cope with all hazards and manage disasters.
Our Mission is to protect the Camden County College community by coordinating and integrating all activities necessary to build, sustain, and improve the capability to mitigate against, prepare for, respond to, and recover from threatened or actual natural disasters, acts of terrorism, or other man-made disasters.
Our Mission Continuity Planning – The goal of Camden County College continuity planning is to implement our campus mission despite interruptions that impact the day-to-day activities on our campuses. This involves identifying critical operations on our campuses and preparing how these activities would be affected by disruption to our campus.
Our Principles of Emergency Management are to be:
- Comprehensive – to consider and take into account all hazards, all phases, all stakeholders, all College community, and all impacts relevant to disasters.
- Progressive – to anticipate future hazards and disasters and take preventive and preparatory measures to build a resistant and resilient College Community.
- Risk Driven – use sound risk management principles (hazard identification, risk analysis, and impact analysis) in assigning priorities and resources.
- Integrated – to ensure unity of effort among all levels of the College Community.
- Collaborative – create and sustain broad and sincere relationships among the College Community to encourage trust, advocate a team atmosphere, consensus, and facilitate communication.
- Coordinated – synchronizing the activities of the College Community and stakeholders to achieve a common purpose.
- Flexible – use creative and innovative approaches in solving hazardous and disaster challenges.
- Professional – valuing a science and knowledge-based approach based on education, training, experience, ethical practice, public stewardship and continuous improvement.
Planning and Response
Four Phases of Emergency Management
The Camden County College has established an Emergency Operations Plan (EOP) which has been designed to provide a contingency plan for our College Community. The Emergency Operations Plan utilizes an emergency management response cycle of mitigation, preparedness, response, and recovery with our approach from threatened or actual natural disasters, acts of terrorism, or other man-made disasters.
Mitigation
Mitigation activities at Camden County College are those that eliminate or reduce the probability of a disaster occurrence. These include long-term activities that lessen the undesirable effects of unavoidable hazards.
Preparedness
Preparedness activities serve to develop the response capabilities needed in the event of an emergency. Planning exercising, training and developing public information programs, and warning and communication are among the activities conducted under this phase.
Response
Response activities include direction and control, warning evacuation and emergency response services that are designed to address immediate and short-term effects of the onset of an emergency or disaster.
Recovery
Recovery includes both short and long term activities. Short term operations seek to restore critical services to the Camden County College campus and provide for the basic needs of the College Community. Long term recovery focuses on restoring the College Community to its normal or improved state of affairs.
